Learner Policies
Learner Code of Conduct
Learners are part of a professional learning community. This code applies in classrooms, workplaces, placements, online sessions, approved learning platforms, group work, assessment and communications with ATC. It supports a culture where people can learn safely, disagree respectfully and develop confidence.

Purpose and scope
Purpose
Set the respectful, safe and professional behaviour ATC expects across learning, assessment, work placement and digital spaces.
Scope
Learners, applicants and learner representatives in contact with ATC, peers, staff, employers, service users, placement partners or approved platforms.
Responsibilities
Learners
Treat people with dignity, act honestly, follow safety and confidentiality requirements, and raise concerns without retaliation.
ATC
Explain standards, respond proportionately, support affected people and apply conduct decisions consistently.
Employers and placement partners
Apply their local rules and tell ATC about serious conduct or safety concerns relevant to learning.
How the policy works
Raise an early concern with a tutor or ATC contact where it is safe, giving the facts and impact.
ATC will assess immediate safety or safeguarding needs and decide whether informal guidance or formal action is appropriate.
For formal action, explain the concern, allow a response, consider relevant support and record a proportionate outcome.
Use the Complaints or Appeals Policy where the concern is about service handling or a reviewable academic decision.
Expected behaviour
- Treat learners, staff, patients, service users, colleagues and visitors with dignity; communicate respectfully; attend and participate reliably; follow tutor, workplace, safeguarding and health and safety instructions; protect confidentiality; use equipment and platforms responsibly; raise concerns honestly and support an inclusive learning environment.
Professional boundaries
Learning in health and social care requires appropriate boundaries. Do not share private details about patients, service users or colleagues, take unauthorised photographs, contact people outside an agreed professional route, or use learning activities to provide care beyond your competence. Ask a tutor when a situation is unclear.
Unacceptable behaviour
Bullying, harassment, discrimination, hate speech, threats, violence, sexual misconduct, stalking, intimidation, victimisation, misuse of confidential information, dishonesty, unsafe conduct, academic malpractice and repeated disruption are not acceptable. Online behaviour is covered in the same way as behaviour in person.
Raising concerns
Tell a tutor, safeguarding lead or ATC contact if behaviour affects safety, dignity or learning. Use the Complaints Policy for service concerns and the Safeguarding Policy for risk of harm. If someone is in immediate danger, contact emergency services first.
Responding to breaches
ATC will respond proportionately, consider context and give the learner a fair opportunity to explain. Actions may include an informal conversation, learning agreement, warning, restricted access, removal from an activity, referral to another policy, suspension or termination. Serious concerns may be reported to an employer, awarding organisation or authority where appropriate.
